All CMS CCSQ users are encouraged to obtain access to CCSQ QualityNet Slack and Atlassian to enhance collaboration. When we all use the same collaboration tools, we increase transparency across CCSQ while eliminating redundancy. Some of the benefits of using CCSQ QualityNet Slack and Atlassian include reducing meetings, reducing version control issues, cutting down on email, and ultimately connecting people with the information they need when they need it. Below outlines the steps CMS CCSQ users can take to create their HARP account and request access to CCSQ QualityNet Slack and Atlassian:
Create a HARP account
HCQIS Access Roles and Profile (HARP) is CCSQ's secure identity management portal. You will need to create a HARP account in order to request access to QualityNet IT Services, such as CCSQ QualityNet Slack and Atlassian.
Creating a HARP account for CMS users is simple. Just log into HARP directly using your EUA credentials. Once you log in, it will create an account in HARP for you. You can follow these steps to create your HARP account.
Step 1: Click on the following link: https://harp.cms.gov/
Step 2: Enter your EUA User ID and Password.
Step 3: Acknowledge the Terms & Conditions and select Login.
Note: After your first login to HARP using your EUA credentials it will activate the PIV login feature for future use. If you are having trouble with utilizing PIV to log in, please sign in using your EUA. If you have any issues logging into HARP with your EUA credentials, please contact the Service Center at (866) 288-8914.

CCSQ Support Central: Provides customers with multilevel support. Through CCSQ Support Central you can create new tickets that directly submit to the CCSQ Service Center and track the status of existing tickets. It also provides access to services and information for:
- Hospital Quality Reporting (HQR)
- Quality Payment Program (QPP)
- Internet Quality Improvement and Evaluation System (iQIES)
- End Stage Renal Disease Quality Reporting (EQRS)
- Electronic Prescribing of Controlled Substances (EPCS).
- QualityNet Support Center

ServiceNow Service Portal: Intended only for CMS employees and vender partners. The portal provides self-service options for internal customers to report Security Incidents, submit Service Requests for tools or services offered to the internal QualityNet community, report an Incident, provide Approvals, or access internal Knowledge Base articles. Request Access to CCSQ QualityNet Slack
Slack is a digital-based collaboration platform that allows you to connect with individuals as well as groups within the CCSQ Community using a variety of different methods including Channels, Direct Messaging, Voice Calls, Screen Share, File Sharing, and more. To gain access, please follow the steps below:
- Step 1: Log into HARP
- Click on the following link: https://harp.cms.gov/
- Log into HARP with your EUA User ID and Password
- Acknowledge the Terms & Conditions and select Login.
- Step 2: Request a role for CCSQ QualityNet Slack
- Select the “Request a Role in HARP” blue button from the middle of the screen.
- Select Program: QualityNet-SLACK
- Select Organization: CMS Federal
- Select User Role: SLACK-Member
- Click the “Submit” button to submit your request.
- Step 3: Obtaining CCSQ QualityNet Slack Access
- Once you submit your request, it will need to be approved by CCSQ’s Security Official.
- Once the CCSQ Security Official approves your request, you will receive a confirmation email.
- When this email is received, navigate to QualityNet Slack at https://hcqis.slack.com and log in using your EUA User ID and Password.

Request Access to CCSQ QualityNet Atlassian
Confluence and Jira are the two applications in the CCSQ QualityNet Atlassian tool suite. In order to gain access to Confluence and Jira you must request a role for CCSQ QualityNet Atlassian. To gain access, please follow the steps below:
- Step 1: Log into HARP
- Click on the following link: https://harp.cms.gov/
- Log into HARP with your EUA User ID and Password
- Acknowledge the Terms & Conditions and select Login.
- Step 2: Request a role for CCSQ QualityNet Atlassian
- Select the “Request a Role in HARP” blue button from the middle of the screen.
- Select Program: QualityNet Atlassian
- Select Organization: CMS-Federal
- Select User Role: Standard User
- Click the “Submit” button to submit your request.
- Step 3: Obtaining CCSQ QualityNet Atlassian Access
- Once you submit your request, it will need to be approved by CCSQ’s Security Official.
- Once the CCSQ Security Official approves your request, you will receive a confirmation email.
- When this email is received, navigate to Confluence at https://qnetconfluence.cms.gov or Jira at https://qnetjira.cms.gov/ and log in using your EUA User ID and Password.
- Note: After initial login to CCSQ QualityNet Confluence or Jira, you may need to wait up to 24 hours to have full access to view your content.
