WELCOME
Welcome to the QualityNet Community. As a part of the QualityNet Community, you have been granted access to several tools that are a part of our QualityNet IT Services tool suite. These tools are being used to assist with supporting the ESRD Treatment Choices model through the development of the Kidney Transplant Learning Collaborative (KTLC).

For instructions on how to request access to the above referenced tools, navigate to the Getting Started tab.
Training resources and videos are provided for each tool under the Resources tab.
All KTLC participants are encouraged to obtain access to Managed File Transfer (MFT), CCSQ QualityNet Slack and Confluence to communicate and collaborate, document goals, improve quality of care, and securely receive data. Get started today!
Below outlines the steps users can take to create their HARP account and request access to MFT, Slack and Confluence.
Create a HARP account
HCQIS Access Roles and Profile (HARP) is CCSQ's secure identity management portal. You will need to create a HARP account in order to request access to MFT, Slack and Confluence.
Step 1: Click on the following link: HARP#GettingStarted
Step 2: Review the table on the page linked above to identify the appropriate Scenario #
Step 3: Follow instructions under the Scenario # you selected
Request Access to CCSQ QualityNet Slack
Slack is a digital-based collaboration platform that allows you to connect with individuals as well as groups within the CCSQ Community using a variety of different methods including Channels, Direct Messaging, Voice Calls, Screen Share, File Sharing, and more. To gain access, please follow the steps below:
- Step 1: Log into HARP
- Click on the following link: https://harp.cms.gov/
- Log into HARP with your HARP credentials
- Acknowledge the Terms & Conditions and select Login.
- Step 2: Request a role for CCSQ QualityNet Slack
- Select the “Request a Role in HARP” blue button from the middle of the screen.
- Select Program: QualityNet-SLACK
- Select Organization: KTLC Participants
- Select User Role: Multi Channel Guest
- Click the “Submit” button to submit your request.
- Step 3: Obtaining CCSQ QualityNet Slack Access
- Once you submit your request, it will need to be approved by a TAQIL Security Official.
- Once the TAQIL Security Official approves your request, you will receive a confirmation email.
- When this email is received, navigate to QualityNet Slack at https://hcqis.slack.com and log in using your HARP credentials.
Request Access to CCSQ QualityNet Confluence
Confluence is one application in the CCSQ QualityNet Atlassian tool suite. In order to gain access to Confluence you must request a role for CCSQ QualityNet Atlassian. To gain access, please follow the steps below:
- Step 1: Log into HARP
- Click on the following link: https://harp.cms.gov/
- Log into HARP with your HARP credentials
- Acknowledge the Terms & Conditions and select Login.
- Step 2: Request a role for CCSQ QualityNet Atlassian
- Select the “Request a Role in HARP” blue button from the middle of the screen.
- Select Program: QualityNet Atlassian
- Select Organization: KTLC Participants
- Select User Role: Standard User
- Click the “Submit” button to submit your request.
- Step 3: Obtaining CCSQ QualityNet Atlassian Access
- Once you submit your request, it will need to be approved by a TAQIL Security Official.
- Once the TAQIL Security Official approves your request, you will receive a confirmation email.
- When this email is received, navigate to Confluence at https://qnetconfluence.cms.gov and log in using your HARP credentials.
- Note: After initial login to CCSQ QualityNet Confluence, you may need to wait up to 24 hours to have full access to view your content.
Request Access to Managed File Transfer (MFT)
MFT provides the ability to transfer files securely to another user. To gain access to MFT, please follow the steps below:
- Step 1: Log into HARP
- Click on the following link: https://harp.cms.gov/
- Log into HARP with your HARP credentials
- Acknowledge the Terms & Conditions and select Login.
- Step 2: Request a role for MFT
- Select the “Request a Role in HARP” blue button from the middle of the screen.
- Select Program: Managed File Transfer
- Select Organization: KTLC Participants
- Select User Role: Managed File Transfer (MFT) Web User
- Click the “Submit” button to submit your request.
- Step 3: Obtaining MFT Access
- Once you submit your request, it will need to be approved by a TAQIL Security Official.
- Once the TAQIL Security Official approves your request, you will receive a confirmation email.
- When this email is received, navigate to MFT at https://qnetmft.cms.gov/ and log in using your HARP credentials.
HARP
HCQIS Access Roles and Profile (HARP) is a secure identity management portal provided by the Centers for Medicare and Medicaid Services (CMS). Creating an account via HARP provides users with a user ID and password that can be used to sign into many CMS applications. It also provides a single location for users to modify their user profile, change their password, update their challenge question, and add and remove two-factor authentication devices.

Getting Started with Confluence
MFT
Managed File Transfer (MFT) provides the ability to transfer files securely to another user. Users must be registered in HARP and have an MFT Web User role approved to send and receive files. Non-Authenticated functions allows a file to be sent from a registered user to a non-registered user.
