FileCloud allows users to upload and download contract-related files and documents while operating within the HCQIS cloud.

Business Case

In support of HCQIS' move from the Ashburn Data Center, the QualityNet FileCloud application was implemented to allow HCQIS contractors to store and share files without needing a direct connection to the Data Center or the HCQIS network.Our solution provides CFE users with access via HARP/OKTA authentication and allows them to store and share files in our secure AWS environment as needed.

Features include:

  • File Management: Create and delete new folders, upload/download files and contract deliverables
  • Internet-Facing: Explore files using any web browser without the need for connecting to the HCQIS network
  • File Versioning: Collaborate effectively using unlimited automatic file versioning
  • Cross-organizational Collaboration: Create team-level folders, where CMS employees and HCQIS contractor employees can upload, edit, and share files in a centralized location

Who will get FileCloud?

Based on your scope of work, organizations may request access to FileCloud by reaching out to their COR with a business need for the service, the number of users, and a Security Official (SO) ID. This will initiate the process. If you have any questions, please send an email to QualityNet_IT_Services@hcqis.org. If your organization has already been approved for FileCloud in HARP, you can proceed with requesting a FileCloud user role below.

Please consult the FileCloud User Guide for information on how FileCloud should be leveraged by your organization.

QUICK START GUIDE

Requesting a FileCloud User Role

If you do not yet have a HARP account or an EIDM or EUA account, register for a HARP ID. (For instructions on the process, refer to the HARP page)

Step 1: Once your HARP account has been created, log into HARP and request a FileCloud account via User Roles:

Step 2: Your organization's SO approves the user role request. You will be notified via email when your role has been approved.

Step 3: Log in to FileCloud at https://filecloud.hcqis.org using your HARP credentials. This will create your user profile, and you will have access to the My Files folder.

Step 4: Send your SO your HARP ID. This step is required to gain access to team folders.

Once your SO has provided your HARP ID to the FileCloud Onboarding Team and you login to FileCloud, you will have access to team folders.

Overview:

                FileCloud is a file sharing solution, aimed at improving collaboration between the various HCQIS Quality Organizations. FileCloud is not a one to one replacement for an organization’s file server share. FileCloud’s purpose is to share files between different organizations. Generally, if a file in one organization will never be used by another outside organization, it must be maintained and stored on Contractor Furnished equipment. Examples below:

FileCloud is suitable for the following scenarios:

 

  • FileCloud is suitable if an organization needs to move a file into the HCQIS network.
  • FileCloud is suitable if an organization needs to share a file among multiple organizations.

    

Example use cases:

  • If the ESRD networks need to share files with ESRD NCC, FileCloud is permitted to store these files.
  • If a NQIIC TO 1 contractor need to share a deliverable with their CMS COR, FileCloud is permitted to store these files.

FileCloud is not suitable for the following scenarios:

 

  • FileCloud is not suitable if the data isn’t shared with other organizations.

 

Example use:

  • If ESRD NW 1 has files that need to be shared with other divisions within ESRD NW1, but not ESRD NW2 (or any other outside organization), FileCloud is not permitted to store these files. ESRD NW1 must store their own files on CFE.

Guidelines for PHI/PII data (Sensitive Data)

Storing PII/PHI on FileCloud is permitted, as long as the organization has a Data Use Agreement in place. Organizations should reach out to their CMS COR for confirm:

  • If handling PII/PHI is permitted per their DUA
  • If sharing PII/PHI with other organizations is permitted per their DUA
  • If encrypting PII/PHI is required per their DUA

Additional Guidance:

  1. All data on FileCloud must be contract specific, meaning no Personal Drives, Home Directory, Outlook .pst files, etc.
  2. All data must be tied to an active contract. Previous contract data should not exist on FileCloud.

Users will not have access to their team folders until they have provided you their HARP ID and they first login to FileCloud.

titleWhat are the steps to offboard?
  • When the POP ends, the contractor needs to provide the following information to the Offboarding Team:
    • Name of the folder they want archived (so we know what to archive)
    • The date that their POP ends (so we know when to archive it and when to remove group access on FileCloud side)
    • The name of the subfolder that includes the folders they believe will be utilized by new contractor (so we know what data may be needed in the near future)
  • Data will remain in FileCloud but won’t be accessible to anyone
  • Data will be retained for 6 years (CMS requirement)
  • Once confirmed, the Offboarding Team will submit:
      • A JIRA ticket for the decommissioning phase
      • Contractor SO will remove roles in HARP
    • ServiceNow Ticket created with the following tasks:
      • The SD Collab team will manually remove access from FileCloud and rename Contractor folder to “FolderName_Archive”

No. Shared files should be stored in your organization's team folder(s).

FileCloud does NOT have a check out and check in capability with the Team Folders like Microsoft SharePoint, but it does allow a user to lock a file in FileCloud that has been downloaded to their local drive and unlock it when it is uploaded back to the folder.
