What is UFM?
UFM provides the ability to transfer files securely to another user by sharing files or mailing files to another user. Individuals must have UFM access to receive files that are shared through UFM. UFM is a COTs product which means the amount of customization or one-off development is limited. COTs products like UFM are proven to have increased reliability and quality over custom built software.
UFM Users
There are two types of user for UFM.
- Unified File Management (UFM) Web User - This primary group is defined as having the ability to send and receive files securely with others. Every HARP user can get this type of access.
- Unified File Management (UFM) Admin - This group of users are organizations that require custom onboarding and work flows.
File Retention/Archival Policy
UFM follows the retention policy that CMS has set up. For more information on the CMS retention policy visit CMS Records Schedule | CMS.
UFM also has a file archival process is in place for all ESS owned AWS S3 buckets. This policy is for informational purposes only and does not impact the functionality of UFM.
Policy: Any document that has not been accessed in 30 or more days will move to an Infrequent-Access storage class bucket. Any document that has not been access in 90 or more days will move to a Glacier Instant Retrieval storage class bucket.
S3 Buckets: Utilize the below information to determine what buckets are impacted.
S3 Bucket Name | Purpose of Bucket | User Scope |
prod-mft-115144557288-us-east-1-goanywhere-userdocs | UFM Users personal storage | All UFM Users |
prod-mft-goanywhere-teamfolders | Migrated FileCloud Team Folders and Files | UFM users that had an account in FileCloud |
prod-mft-115144557288-us-east-1-file-share | ESS team documentation | ESS team |
File Size
If you have a file in excess of 2 GB, you must use either Firefox or Chrome, which have been identified as having a threshold of about 4 GB. Microsoft Edge have thresholds of 2 GB and under and files attempted to be transferred through these browsers in excess of 2 GB will not be processed. There are no known constraints on the number of attachments but the total cumulative size of the files applies as referenced above.
Archive Tool
UFM is not a file archiving tool, nor is it intended to be used this way.
File Types
UFM accepts all file types to be uploaded and downloaded. For Forms the file type may be restricted based on what the team that uses the form required.
For questions related to UFM please contact the help-ufm Slack channel.
Prerequisites to getting access to UFM
Before requesting any role you must have a HARP account and your organization has onboarded with HARP. If you currently have an EIDM or EUA account, then you can go to HARP page and Login using EIDM/EUA credentials. Otherwise, if you do not have an EIDM or EUA account, then you need to request a HARP ID. If you already have a HARP ID, there is no need to create a new one.
Recipients of PHI / PII must be onboarded to UFM and senders may not utilize the non-registered user option when sending PHI / PII.
QUICK START GUIDE
Step 1: Designate Security Official (SO) for Organization
Each organization designates a Security Official. This role will allow that individual to approve Web User role requests within their organization.
Step 2: Register for a HARP account
If you currently have an EIDM or EUA account then go to HARP page https://harp.cms.gov/ and Login using EIDM/EUA credentials
If you do not have an EIDM or EUA account then Get HARP ID. For instructions on obtaining a HARP ID, visit the How to get a HARP ID Help Page.
If you already have a HARP ID, there is no need to create a new one.
Step 3: Request Role
Once your HARP account has been created, log into HARP and request a User Role:
- Select the “Unified File Management” Program
- Select your Organization
- Select a User role:
- Unified File Management (UFM) Security Officer (SO) or
- Unified File Management (UFM) Web User
- Role specific to your ADO: Example, MFT Web USER_ADO-(your ado) for access to (your team folder/network share)
Visit the How to get a HARP ID Help Page to view a helpful video on requesting user roles.
Step 4: Access UFM/MFT
- Log into UFM/MFT using your HARP credentials: https://qnetmft.cms.gov.
- Enter your HARP ID
- Enter your HARP password

Team Folders
What are Team Folders?
This functionality provides teams within the same company to organize files and folders for individuals to easily access the files/folders. These files/folders are tied to that teams AWS S3 Bucket that is maintained by them or another team within their company. These folders provide the organization with a central content management solution, ease of access provisioning through UFM and granular control of folder permissions.
How do I get Access to Team Folders?
If your team has team folders set up and they are not available to you then.
- Submit a Service Request https://qnetjira.cms.gov/servicedesk/customer/portal/8.
- Include your HARP ID and the folder(s) you need access to.
Large File Transfers
If you need to transfer a large number of files from one Team Folder/Network Share to another (S3 Bucket to S3 Bucket Transfer) you will need to work with the owners of both S3 buckets so that the AWS functionality can be utilized to transfer the files.
Setting Up a New S3 Bucket
The File Management (FM) team does not set up new S3 Buckets for teams. It is the teams responsibility to follow all processes/procedures on setting up a new S3 Bucket. Once a bucket is set up a Service Request can be submitted for the FM team to set up the access point within UFM.
Network Shares
What are Network Shares?
This functionality provides an individual the ability to upload and download files/folders that are in specific AWS S3 Buckets. These files/folders are maintained by the group that utilizes these files/folders.
How do I Get Access to Network Shares?
If you don't have access to a Network Share, that is needed, then.
- Submit a Service Request https://qnetjira.cms.gov/servicedesk/customer/portal/8.

I don't have access to Jira to submit the Service Request. How can I submit over the request?
Open up a Service Now (SNOW) ticket which will be routed to the UFM Team to grant access.
Upload Errors
I am receiving an error when I try to upload a file.
- This could be caused by a Security Policy. If you have the Developer Tools in your browser enabled when uploading you will probably see a 403 Status in the Networking tab with a Response message indicating the request was blocked by a security policy.
- Check the file name to ensure special characters aren't in the name of the document.
Moving Files
How do I move files from a Network Share to a Team Folder?
Download the file to your local computer and then upload the file to the appropriate team folder.
How do I move a file/folder without downloading it?

I need to move files from one S3 bucket to another S3 bucket. How can I do that?
- Large File Transfers: The UFM Team suggest that for large file transfers between S3 buckets that you utilize the AWS functionality to transition files. The owners of the S3 buckets should work together to complete this transfer and the UFM Team doesn't support this transfer.
- Smaller File Transfers: The second option which can be used if there aren't a large number of files to transfer is to download the files using UFM and reupload to the appropriate S3 bucket.
Miscellaneous
What is the code for the path to export to the Team Folders directory in UFM?
Access to the UFM Team Folders from a third-party application or a desktop application is not supported. UFM users must use the UFM Web UI to download and upload Team Folder files.
Mailbox
I received notification that a file was sent to me; however, the inbox is empty in UFM. Why is that?
Potential Reason for this: The email address in UFM is not the same as the email address it was sent to.
Example: In UFM your email address is ufmuser1@address.com however your email address in outlook is outlookuser1@outlook.org.
Root Cause: Your email address in HARP/OKTA is outlookuser1@outlook.org but your UFM account was set up with ufmuser1@address.com.
Fix 1: Reach out to individual that sent the original email and have them send to ufmuser1@address.com.
Fix 2: Update HARP to ufmuser1@address.com which will update OKTA.
