HARP
HCQIS Access Roles and Profile (HARP) is a secure identity management portal provided by the Centers for Medicare and Medicaid Services (CMS). Creating an account via HARP provides users with a user ID and password that can be used to sign into many CMS applications. It also provides a single location for users to modify their user profile, change their password, update their challenge question, and add and remove two-factor authentication devices.

Atlassian
QualityNet Atlassian is a collection of collaboration and planning services available to CMS, CMS contractors, and CMS stakeholders. The Atlassian Suite includes the following tools: - Jira: A work management system designed around the way software development and Agile teams do work, which provides the ability for individuals and teams to create, manage, and track tasks.
- Confluence: A group collaboration and content management tool that provides content spaces with blog and repository functionality.
QualityNet Jira and Confluence are accessed with a user's HARP credentials.

| This briefly and succinctly describes the essential steps to getting started with QualityNet Atlassian Step 1:Get HARP ID. For instructions on the process, refer to the HARP page. Step 2: Once the HARP account has been created, log in to HARP and request an Atlassian User Role. - For general instructions on this process, visit the HARP page.

| Step 1: Once the HARP account has been created, log into HARP and request a QualityNet Atlassian entitlement via a HARP User Role. - Select User Roles from the top of the page, and select Request a Role.
- Select QualityNet Atlassian.
- Select your Organization.
- Select a QualityNet Atlassian user role (choose one)
- Standard Atlassian User
- Security Official (SO)
Step 2: The organization's Security Official reviews and approves/denies the user role request. You will be notified via email that your request has been submitted, and again when your role has been approved or denied. Step 3: Log into Jira at https://qnetjira.cms.gov and Confluence at https://qnetconfluence.cms.gov using your HARP credentials. After your first login to QualityNet Confluence or Jira, you may need to wait for up to 24 hours to have full access to view your content.

| Jira and Confluence can be accessed by visiting their direct URLs as listed above, or by navigating to the Okta portal at https://idm.cms.gov. Step 1: Navigate to https://idm.cms.gov. Step 2: Log in with your HARP credentials. Step 3: You will see a page with various tiles for each of the applications you have access to through the Okta portal. Click on the Jira or Confluence tiles to get started.
Note: The Okta portal will log you out after 30 minutes of inactivity. Jira and Confluence both have timeout periods of two hours. If you are logged out of Okta after a 30 minute period of inactivity, you will not be logged out of Jira and Confluence until you have been inactive for two hours in either application. See below for more details. |

MFT
Managed File Transfer ("MFT") refers to a software or a service that manages the secure transfer of data from one computer to another through a network (e.g., the Internet). MFT is a managed file transfer solution that automates and secures file transfers using a centralized enterprise-level approach. MFT is a comprehensive solution that will manage file transfer, file sharing, secure FTP, and automation needs through a single interface. MFT is the Enterprise Services replacement for Axway Data Exchange. Managed File Transfer (MFT) provides the ability to transfer files securely to another user. Users must be registered in HARP and have an MFT Web User role approved to send and receive files. Non-Authenticated functions allows a file to be sent from a registered user to a non-registered user. In addition, elevated permissions can be granted as Administrators to perform development work or request designation as a Security Official. Instructions for obtaining these roles are below.

Slack
Slack is a digital based collaboration platform that allows you to connect with individuals as well as groups within the CCSQ Community using a variety of different methods including: Channels, Direct Messaging, Voice Calls, Screen Share, File Sharing and more. CCSQ QualityNet Slack is HARP (CMS Okta) integrated. If you plan to use QualityNet Slack, first obtain a HARP ID and then submit a request for a QualityNet Slack user role. The Security Official (SO) within your organization will review and approve the role request.

Security Guidelines - PHI/PII shall never be shared within Slack. If this occurs, a Security Incident should be opened immediately.
- CCSQ QualityNet Slack users shall be mindful of the type of content that is made publicly Vs. within private channels.
- CCSQ QualityNet Slack is available on mobile devices. However, users should NOT download files on personal mobile devices as this may violate HCQIS CFE policies.
- ONLY CMS approved Slack application (plug-ins) will be made available. To request an application please follow #app-requests on your Slack Dashboard

SERVICENOW
ServiceNow is the backend ticketing tool that the QualityNet Service Desk and HCQIS community use for logging something not working correctly (Incidents) or requesting something new (Service Requests). When a user opens a new ticket, the ServiceNow app will email them with the ticket reference number and status. To inquire on the status of a ticket, users may reply to the ServiceNow email notification with additional information or log into the ServiceNow portal to view the status and/or add comments in real-time.

| The QualityNet Mailer is a list management system that can assist Application Development Organizations (ADOs) and contractors in communicating with large groups of end-users, program participants, and stakeholders. The system offers two types of lists: - Notification List: Provides a means to disseminate key product, program, and/or policy news and other information via email to a large group of list subscribers or designated recipients.
- Discussion List: Allows all list members to participate in open, ongoing email conversations regarding topics of interest, such as tools, best practices, idea-sharing, problem-solving.
All lists are made available via subscription from the Sign Up for Email Updates page of the QualityNet website. Public lists are offered for open subscription, while Private lists may be established for reaching a more select group of participants.
