Phase 2 Updates

• Testing opened on 5/4.  
• Codes have been deployed to Prod-Preview

• In Progress:
  • Duplicate patients, duplicate Medicare statuses, ghost patients and others
  • CMS accretions now have permission to work these
  • Fake acute discharges
  • Data cleanup for overwritten related to date of death
  • Missing Counties and Zip Codes
• EDI Question: Help desk/backend always needed or can end users tackle some? EDI team is trying to confirm how to direct clinics,
  • Answer: Some things are done by Mike globally and some one by one.  Mike K advice that if something is impacting a clinic to have them get a ticket open so Mike can work right away.

• FMC had previously provided feedback on 2728 Codes for Phase 3.  It came via email from Kathleen and she will resend.
• The ADO is starting work on this in their next iteration based on the existing list so they asked if there is potential for changes - not expecting major changes just clarifications.
• Action - Lisa will forward input from FMC on to ADO team.

• Findings from Mike Kennedy's research:   
  • There ARE some in EQRS that already have decimals. We know we CAN have decimals because the ICD code for COVID has it already in EQRS.
  • There are some in EQRS that have it saved on the 2728 and it saves the ICD with the decimal, but it doesn’t show the words. Just the decimal code.
    • For instance diabetes is E1122 in EQRS, and should be E11.22.
    • They are saved in the table with a decimal and without, but only the ones without show the description.
  • The actual instructions on the 2728 have decimals. The ICD website has decimals.

  • Considerations: If we change to include decimal point will there be impact on other EDI submitters? Are EDIs in support of this change?
  • Feedback
    • Impact may depend on how this is implemented e.g. should accept with and without a decimal. Need EDIs to look at impact.
    • Consider standard for ICD 10. 
    • Two fields on 2728 - 1) code itself 2) description tied to that code - whether you submit decimal or not, the code is displayed, but whether description is displayed is impacted by decimal.
  • Action: EDIs go back and look at their systems and confirm what will happen with add of the decimal.
  • So far sounds like add is OK. 

• EDI Question: Phase 2 test results next steps? - In Phase 1 had individual meetings to review the results. Should get together and review the results.
  • Answer: Results will be provided and then individual calls. Coordinate with Scott directly. 
• EDI Question:  Announcement on Hospital Quality Reporting (HQR) - Security Officials (SOs) have to log in as SO every 90 days. Anything coming like this for EQRS? Concerns around the details of 'how' this has to be done and level of burden, consideration for multiple SO roles. 
  • Answer: Eventually will need something similar for compliance reasons, but no dates for this have been decided. EQRS definition and timeline still needs to be worked and will get feedback from the EDI community on this.
• EDI Question: Clinical data submission resuming? - will be talking more about attestations and depression data - more to come.
