2024.8.07 EQRS Program Working Group Meeting

EDI Workgroup In-Person Meeting Agenda Review:

• The EQRS Program/CMS would like to know what is the "ask" for this In-Person meeting?  What are the expectations?
• CMS and contractors (ADO) are planning to attend the first 4hrs (9-1pm).  Some contractors may be able to stay longer if they do not have a meeting conflict. 

CMS/Contractor topics for presentation:

1. Roadmap review
   1. Upcoming EQRS initiatives/future vision
      1. EQRS work that is non committed and work that is committed after a PI Planning session
   2. NCC datasets
      1. What is the roadmap for the NCC datasets?
      2. What is the timeframe things are expected to be done?
      3. EDIs would like to know how to absorb the data from the NCC and take it to the next level to improve performance in both QI, Regulatory compliance and operational improvements
      4. There is a pressing need to get the data back in the hands of people that can use it (Facilities, etc)
   3. 2728/2746 Transitions

1. 1. 1. Training plan
         1. There was a townhall on the 2728 and training materials on MyCrownWeb
         2. The 2746 changes are minimal, not a lot of training will be needed
         3. Will there be any more training scheduled before the 2728 is released on October 1st?
         4. EDIs are looking to see more training and communication before the October 1st release
      2. Communication plan
         1. When would communications be released?
         2. What is the timing and volume of the events leading up to the release on October 1
      3. Implementation schedule
         1. Will need to ask the EOCT/Quality Program Support (QPS) for the training and communication plans

1. 1. Updated EQRS Context Diagram 
      1. The old version is being updated but will not be ready in time for the In-Person meeting
      2. No promises that the draft Context Diagram will be presented at the meeting but possibly in a future Program call
      3. The Context Diagram is useful to the EDIs and others outside of the Program Call in understanding the scope of what EQRS data means, the impacts, who uses the data, where it goes, etc

2. Backlog Review

1. 1. Ranking and scope
      1. What was picked up out of the backlog?
      2. How are they prioritized?
         1. EQRS team has an internal process on how they prioritize their backlog
         2. Not all backlog items are EDI impacting or EDI related
      3. What happened to the backlog items the EDIs suggested?
      4. Give the EDIs the opportunity to provide feedback on backlog items prioritized or ranked
   2. Plan to address backlog items (examples but not all inclusive)

1. 1. 1. Change of Cause of Death 99 back to Unknown from COVID on the 2728 form
      2. Moving HepB Antibody results back to clinical data
      3. Converting specific errors to warnings

• If any of the EDIs have backlog items they feel have not been addressed or are high priority they can bring them up during a Program call or send them in an email to Porsche
• Kathleen and Leah have a list of backlog items they will forward to the group for all to see

3. National Error Rate trending by EDI

      1. Do the warning ranges and error ranges need to be expanded or tightened?

• It would be nice to see a breakdown of the volume of errors and warnings by the different clinical values
• It would be nice to see a report on this to track their own errors and how they compare to other EDIs
• EDIs would like to see the national error rates for patient, clinical, and also the form submission rates by EDI
• All EDIs will be represented at the In-Person meeting on August 21

4. National Data Quality Metrics comparisons YOY for last 3-5yrs

1. Where do EDIs stand and how do we improve

      2. 2728 (45 days)
      3. 2746 (14 days)

• CMS/EQRS should be able to provide information for #3 and #4 above
• #2 above, EQRS can come prepared to discuss a few items from the backlog that have been submitted by the EDIs but will not be able to prioritize any items during the In-Person
•  Will try to provide some sort of Roadmap; not sure about the NCC data sets; hoping to get some insight on data lakes
