#2: Consistency Improve XXXX consistency and optimize enforcement processes in survey, quality, and safety standards.

2.1 Strengthen crucial infrastructure to foster teamwork, by adopting a culture of transparency, and accountability through a XXXXX Enforcement Consistency Program. No roadmap or toolkits currently exist to weave a culture of enforcement and consistency into the Division’s Operation Branches with internal and external stakeholders.
2.2 Develop enforcement consistency virtual toolkits for web posting by 09/30/2022. Significant increase in compliance with the new culture and revised tools measured through audits of consistency methods and metrics by September 30, 2023.

Reduce the time it takes for patients to receive accurate, timely, and high-quality care by reducing the turnaround time on enforcement actions to a maximum of 120 days.
- Develop training to clarify and create consistent understanding of regulations for regional offices, state agencies and incoming employees by June 2022
- Provide training to clarify and create consistent understanding of regulations to 75% of state and federal employees in regional offices, state agencies and incoming employees by end of 2022
