The CCSQ Onboarding Team is responsible for onboarding new contractors and offboarding outgoing contractors to the Centers for Medicare & Medicaid Services (CMS) QualityNet infrastructure, and its information resources.

This site provides a central location for information regarding the process of onboarding or offboarding contractors to/from the QualityNet IT Services, including a dynamic timeline of when each step in the process is to occur and who is responsible for the action. Resources available to CMS Contracting Officer's Representatives (CORs) and contractors are also provided to ensure a smooth transition.

The CCSQ Onboarding Team's role is to ensure that user access to QualityNet IT Services occurs seamlessly, whether onboarding a new contractor, transitioning an existing contractor, or closing out a contract with no award.

CMS COR Onboarding New Contracts to CCSQ Services

The process for onboarding New ISG Contracts is facilitated using an automated and centralized request form. This process ensures that the minimum information required to onboard a new contract is captured during onboarding and facilitates a one-stop shop for managing all onboarding requests, automates the workflow, facilitates consistent tracking and auditability, and aligns with CMS’s strategic commitment for continuous improvement.

The process requires CMS ISG CORs to collaborate with the incoming contractor point of contact to gather the required information, and then complete and submit the form as an official Onboarding Request.  

Step-by-step instructions for the CMS COR to onboard Organizations to CCSQ Services:

  1. Prior to the period of performance (POP) start date:
    1. Coordinate with the Organization Point of Contact (POC) and ensure you have all required information before filling out the onboarding form.
      1. You will likely need to discuss the types of system access available to the contractor and agree upon what is appropriate given the duties to be performed.

  2. Once the contract is awarded:
    1. The Organization Security Officials (SO) and the Security Point of Contact (SPOC) will need to initiate their background check through EUA and create their HARP ID and provide them to you, as this is required information for the intake form.

Next Steps:

  1. The CCSQ Onboarding Team will be notified that a form was submitted.
    1. They will review the form for completeness and clarity.
    2. If they have any questions, they will send you a notification via the form workflow.
      1. All communication about this request will be sent to your email.
  2. The CCSQ Onboarding Team will then send the request for approval to the CMS Onboarding Team Lead and once received, begin processing the request.
  3. Once completed, you will receive a notification that your request is complete.

  • The CCSQ Onboarding Team (COT)

    • The COT is available to assist you with every step of the on-boarding process. If you have any questions at all, please reach out to us.
    • The COT can schedule a meeting to assist with completing the Intake Form. Email the team with a couple of times you will be available and we will schedule it.
  • About the Intake Form
    • The Intake Form has many required fields. You cannot move on to the next screen until all required fields have been completed. 
    • After form submission, if additional details need to be provided, please email the above address and the COT team will make the updates.
